
Billy Black supports Litson’s clients with legal and regulatory analysis at the intersection of hemp, cannabis, and emerging policy. Drawing on his deep background in legislation, international law, and public affairs, he brings a multidimensional approach to advising businesses on compliance and strategy in evolving regulatory environments.
Billy has worked in both public and private sectors, including roles at the Attorney General Alliance and Paul Hastings LLP. His work has included legal research and writing on cannabis legislation, fintech law, and cross-border regulatory developments. He previously served as a staff reporter in Washington, D.C., covering trade and economic policy for Japan’s leading newspaper, and as a legislative assistant in the U.S. House of Representatives.
Billy recently graduated from Vanderbilt Law School, where he was a Dean’s Scholar and the founding president of Older, Wiser Law Students (OWLS). He also held leadership roles in the American Constitution Society and the International Law Society. He earned his bachelor’s degree in Psychology and Political Science from the University of Minnesota, where he graduated with honors and completed a thesis on psychometrics and the interplay of creativity, intelligence, and personality.
